What it is?

The Ifuku Family Foundation was established by the owners of
Rainbow Drive-In Ltd.  It is organized as a separate nonprofit
organization.

The goal is to encourage, promote, and support c
ommunity based
programs.

Who is Eligible?

Organizations activities must support activities such as food for low
income or indigent persons
, programs which promote services for
children and youth within the Kapahulu-Waikiki district,
or programs
which promote or preserve Hawaii.


Organizations must show financial need.

Organizations must not use the funds for "Program Related
Investments" as defined in section
53.49455 (b) (4) of the Regulation.

Organizations must have secured a determination of exemption under
section
501(c)(3) of the Internal Revenue Code.

How does it work?

Each year The Ifuku Family Foundation awards a number of grants to
qualified organizations. The number and amount of awards depend on
the financial resources of the Foundation.

Pre-Grant Inquiry?

The Foundation shall inquire about the organizations history, its prior
experience, the qualifications.  Reputation and experience of its
managers, its governing instruments (if applicable), its practices and
activities.  Its philosophies and goals, and its references.

The foundation shall inquire and obtain pertinent information from all
references given by the organization.

For those organizations which the Foundation had made previous
grants, the Foundation shall ascertain by written reports that the
organization has made proper use of all prior grants. In addition, the
Foundation shall inquiry into any changes in management, its policies,
or its practices.

Judging Criteria

Grantees will be selected based on the four following basis which are of
equal weight.

Organizations program
Experience, reputation, and quality of its managers
History of community service
Financial need

Separate Agreement

All organizations approved for grants by the selection committee
must sign a written agreement by an appropriate officer of the
organization stipulating the following:

That the organization must repay any portion of the amount granted
which is not used for the purpose of the grant;

That the organization must submit full and complete annual reports on
the manner in which the funds are spent and the progress made in
accomplishing the purposes of the grant;

That the organization maintain records of receipts and expenditures and
to make its books and records available to the grantor at reasonable
times;

That the organization guarantee that they do not use the funds to carry
on propaganda to influence legislation, to influence the outcome of any
specific public election. To carry on any voter registration drive or to
make any grants to specific individuals or organizations without
approval of the Foundation (which the Foundation shall ascertain that
such grants complies with Section
4945(d)(3) or (4) of the code), or to
undertake any activity which is not organized or operated exclusively for
religious, charitable, scientific, literary, or educational purposes.

Reporting and Supervision Requirements

All organizations receiving grants from The Ifuku Family Foundation
must submit a written report describing the use of the funds, how the
organization complied with the terms of the grant. The progress made
by the grantee toward achieving the purpose for which the grant was
made. The grantee shall make such reports as of the end of its annual
accounting period within which the grant or any portion thereof is
received and all such subsequent periods until the grant funds are
expended in full or the grant is otherwise terminated. Such reports shall
be submitted to the Foundation no later than
3 months after the close of
the grantees annual accounting period. When the grant funds are fully
expended, the grantee must make a final report with the respect to all
expenditures made from such funds (including salaries, travel, and
supplies) and summarize the progress made toward the goals of the
grant. If a grantee organization fails to submit a timely report to the
Foundation, then the Foundation shall withhold all future payments and
any other grant to the organization until such report is furnished.

If the Foundation receives reports that indicate the grants are not being
used for the proper purposes, the Foundation shall investigate and take
any necessary legal actions. While investigating, the Foundation will
withhold further payments and take all reasonable actions or
appropriate steps to recover the grant or to insure the restoration of the
diverted funds. The Foundation shall not resume funds until it has
assurances that future diversions will not occur and that the
organization has taken extraordinary precautions to prevent such
diversions.

Renewal of Grant

All organizations, whether or not they had received a grant may reapply
any subsequent year for a grant provided they meet the basic eligibility
requirements.
